You validate my point that some people just can't read. Maybe you should re-read my post. Yes, HISS is talking about a savings for the entire state. (Isn't that what I said?) But HISS only won a bid for the city of Norfolk. They are not providing C.T.'s for all the J.D.C.'s in the entire state. So why do they bother to give dollar figures on what the entire state would pay for their C.T.'s? Get my gist? Why don't they just come out and give a dollar figure for the 'bid' that they won? Why don't they say how many C.T.'s are involved in the deal? And, how the heck are they going to use them? Duct tape them to the kids' backs??? Aren't any of you interested in getting some actual answers? Don't you wonder why they mention how much it costs to 'feed & detain' the Juvies? Okay, interesting...what's the point? Are they going to eat the C.T.'s?
I'm sure that someone on the board can come up with guesses or
conjecture but they shouldn't have to. An investor shouldn't have to read between the lines. An investor shouldn't have to make guesses.
