They didnt pass on it at all.....EPGL and Cooper have joint rights on "select technologies" no where does it say they paid for the tech and arent using it. It said that they have joint rights on certain tech and other tech EPGL will relquish rights too. Its just much a possbility they cant afford it as they dont want it. But I have a feeling they cant meet the price EPGL wants so they paid them for the tech they feel they can use right now. Dont be short sided.
