That's how you keep the riffraff out of the neighborhood. First you make them jump through hurdles, then you take away the hurdles and tell them to jump through them again. A game not meant to be won.
The FDA has a revolving door into private industry. Important officials retire, then get hired by the major players in the industry. Now, these newly hired (sometimes they are consultants or lobbyist) still maintain all their connections back at FDA. And you know the rest of the story... you think other govt. agencies could be staying warm and fuzzy by the fireside too?
