It usually is because they believe in their own model and their model is undervalued. There are not to many examples of companies believing that deep!

MSFT only decided to go this route as it realized and Ballmer told employees that things are going to be tougher in the future. As they saw the writing on the wall, thhey are taking preemptive steps, which is good, but it also proves that they see cobblestones in the future.
