By "on-site", you mean the drill site? That is not correct, there is no such rule. The core can be transported to a secure location, wherever it may be, as long as chain-of-custody procedures are followed, and the mode of transportation is known, who is responsible, etc. Taking core to the Tucson warehouse was perfectly acceptable, and in fact, the best place for it to be (until it became irrelevant after the claims were transferred to NAK).
