Not generally possible, since the .25 ask shows up after market is closed when other MMs disappear. When market reopens, the ask will be back to .0001.
However, there is a slim chance you can paint ICTY up to .25 if you time your trade right. You have to put in a buy limit order (at or above .25) seconds before the closing bell and hope that the asks below .25 disappear at the bell by the time your order executes.
I've done this twice before. Once was when I painted DBMM to $480. See chart below for the spike in 2013. Another (I forgot which stock) ended up as a Form T trade so it didn't show up in the charts and didn't affect the value in my portfolio.
