This stock is riddled with manipulation. Simply because MMs still can. The price is cheap enough for them to keep selling and changing hands, sell orders are regularly going through that are priced FAR below the actual bid. No sane person would sell 20-30% below the bid price, but it happens repeatedly here. Longs aren't selling, volume is consistently low, and float is so tightly locked, even small trades make a big splash for good or ill.
Soon and very soon, our PPS will make it too expensive for MMs to continue playing these games. And then we will see our stock price soar up to where it belongs.
