Why not transport the equipment by driving it around the lake instead of over the lake?:) What are they using to transport equipment...trucks or horses?:)
I think you need to do some research so you can understand what mining involves. Specifically in Canada...This also goes for Oil and Gas as well.... If you don't have a good freeze up then you can't explore in most Northern regions. It is muskeg and you need to build winter roads...Also with our property most of it is underwater so you need it to "freeze" as well...That is when water goes from a liquid to a solid and this helps to hold things like machinery and rigs so you don't have to fish for them....
