Unless regulations change, dry/plugged wells never have to be cleaned.

And controlled explosions cracking the casing of a conventional oil well wouldn't accomplish much per "scrubbing" a well. If that were the case half the Rockies would be at sea level by now in pursuit of "oil shale", not to be confused with "shale oil".
