They were taken out of production when oil was $120 to $140/BBL. Maybe when Oil gets to $160/bbl, they will start producing them again.

No. An Okie well which produced 45 bbls of oil/year in 2003 before being plugged, is not going to be unplugged, and suddenly producing 1000+ bpd "some days again". There's no economic incentive to incur cost in order to bring a dry well back online.
