What sort of dilution would happen if Treasury sold its 2,000,000 shares of senior preferred stock in Fannie and Freddie? This is not clear.

Who or what would purchase senior preferred stock from the Treasury at $117,149 per share for Fannie and $72,300 per share for Freddie. Individuals, companies, the GSEs on redemption or buyback...?

Please clarify.
