Because UBSS is interested in dumping the shares he has, not buying back new ones. If you notice, whenever UBSS is the high bid, he is quick to back off with any selling.
If you ask me, it makes a whole lot more sense that the newly issued shares are being dumped in the market as opposed to something else.
