ND flares NG like other states but to a greater degree because the infrastructure to store or pipeline it isn't as great as the supply. Exporting NG is not banned and increasing daily, Mexico and Chinere LNG shipments next month won't have any effect on NDs flaring. Williston basin is a long way from the coast or Mexico. Until more pipelines are built the answer is to slow drilling and fracking which is already happening. When I worked the oil boom in the early 80, Wyoming oilfields were lit up brightly at night from 100s of wells flaring the surplus gas. When the boom went bust the flaring went away. I bet if you fly, drive or Google ND night flares the current picture is much dimmer than a year ago.
If I were President I would ban crude imports,open crude exports with constraint to insure US refinery jobs aren't lost, develop the infrastructure for NG filling stations thru out the entire country. Provide tax incentives for NG/gas powered vehicles not just fleet trucks but all cars to the pt where it becomes a standard feature. The technology is now available to make smaller lighter fuel tanks that easily fit small cars. Banning crude imports would immediately put a floor under the price of crude in the US as well as preventing crude we exported to be refined elsewhere then sold back to the US. This would stabilize the market, prevent anymore layoffs of high paying petroleum related jobs, create more jobs. In addition I would require liberal Pipeine fearing states like CA and New England area to allow the development of a Nation-wide NG/crude/gasoline pipeline system similar to what we have with our interstates. This would create jobs for decades to come. Guess what pipelines don't leak anymore than your homes plumbing. States like Oklahoma with extensive NG/crude pipelines have aircraft with sensors that fly the pipeline system at low altitude daily. States that refuse would simply lose all Federal funding. We have been dependent and at the mercy of OPEC and ragheads in mideast ie Saudi Arabia that would just as easily like to see all our heads in a basket at chop chop. Perhaps the most important thing banning crude imports would be the sense that all Americans that truly love this country of sticking it to the ragheads telling them to pack sand and gaining real energy independence.
