guys continue to:...lock all shares GTC for 60 days over at least twenty cents!

Which does not do anything. A broker can still lend them out of a margin account. If anything a sky high Ask makes it that much easier for a broker to lend the shares out. No fill likely, no need for the broker to worry about forcing a Short to return the shares - which is a rare event.
