Medicine is cheap. Medicine to the masses is cheaper. To regulate the drug I imagine you will see THC in more of a pharma setting sold in controlled dose. It grows everywhere and to grow it in large masses outdoors will not be an issue. It is a pretty cheap crop to grow when you take energy out of the picture.
