zte knew VRNG mgt was weak and needed cash to lock in more years of big salaries since they can't raise anymore money since their monetization model doesn't work... ZTE probably said take it or leave it and if you leave it we will drag this out for 5 years and appeal everything everywhere... plus NDA damages would have been hard to prove since they haven't tried to negotiate with any other telcos.
