Dispensaries are popping up quickly outside of BC and are clearly not party of the Liberal plan. With public support and LP's + pharmacies + gov't liquor stores + mail order ready to go, I wouldn't be surprised if Health Canada and crew start tweaking the regs almost immediately to help the policy take shape. This would also be in their best interest.
