And there lies the rub.
As STWS stated, it can only turn the corner "as rapidly as politics and regulations will allow."
I was here last year at this time reading about the Capital Reef project, about them drilling test wells. Here we sit a year later and they still haven't even drilled a well yet.

Yes, IF they can get these two water works going, STWS just might turn the corner.
