One thing to note is that the RCMP doesn't have the political power to make these decisions on their own regarding such a sensitive issue. My guess is that they are cherry picking the serious offenders of the MMAR and have been told to do so from the Minister of Justice. Covering themselves for impending legal hurdles that may lie ahead.
