Doesn't say anywhere about doing an r/s.

I wasn't sure if we were at that point yet. But now, I just looked back at their last R/S which was announced in June of 2011. A few weeks before that happened they had put out a "interim" financial report and this is what their SS looked like:
Common Stock: 3,400,000,000 authorized; 2,559,304,974 issued and outstanding.
Look familiar?
Ya, that's right, it almost the same as where the SS is now.
With that said, I guess they don't have to max out the AS before they decide to do a R/S.
I have seen many companies R/S just as a way to jump start a stock that has had it's activity fall to the level that BYSD is at now. If they get the OS down far enough, they could possibly attract new money. (Or so, they could be thinking.)
Scary time to even be thinking about 1's, UH?
