Could the state seize the property and sell it for back taxes? Would it even make a difference? Probably not.

Not always true. It is pretty common for business to not pay taxes for up to four years were I am with minimum penalty. Think of it as a cheap loan. Once default happens you are served with a notice and given a set time to pay before property is seized. It is very rare to seize property over a tax issue from a working company. She may also be able to negotiate this amount at a discount also if she can show future growth investment into community.
