What ARM server chip/box vendor is going to throw billions down
on the table to try to jump start the market?

The only one with the real means to do so is Qualcomm. They have been talking up their server efforts, but we will see if they are really willing to put in the big $$$ in the coming years or not.

The few times I tried to find a technical document on their site it was as slow as molasses running uphill in January.

Not quite but I was surprised at how much slower the ARM site was when I just tried loading a document of 5 Mbyte from it compared to one from the Intel site. The Intel one was three times faster to download. I don't quite understand how ARM managed that - the download should have been limited by the bandwidth of my internet connection - you don't need any particular speed to achieve that.
