If you look at the PDF version of the site plans from last PR and zoom in to bottom right table you'll see....12/08/15-"aprobado para construccion"

translates to "approved for construction". I take this as a possible groundbreaking date. But wouldn't be surprised if it gets pushed into the new year. JMO

Either way I'm going to continue buying theses cheap shares while I can!
