No "people" own the property, unless you mean the citizens of Arizona or the U.S. It's not private land.

Perhaps what Briscoe meant was a rancher - it is possible that the lands leased by LBSR for mineral exploration are also leased for ranching. The State would have no problem collecting lease payments for more than one use, if compatible.
