You're trying to make an issue out of nothing important at all.
This kind of trading happens all the time in low priced pennys.
Tomorrow, just as easily will be a 400,000 buy, even a 100,00 buy.

TRTC is shaping up as a superb addition to one's portfolio.
If you don't understand pennys, you shouldn't be invested in them.
A few days ago it was .14 and I recall a 100,000 share trade one day as well.

We all know that magna is selling stock. This is funding the build out. P/S will stay right around .10 until it's done. Not a big surprise.
