it is not possible to determine an expected date because of the appellee's (US Government's) continuing extenuating circumstances that combine with the court's predilections that end with extending the briefing schedule. For now, we can know a decision will be made after March 8, 2016. How many months after March 8, 2016 is guesswork not worth engaging in until reviewing court proceedings and schedules close to that date.
