I thought phase 3 was complete by now? If not it should have been. Also why would they have to do more tests if they already did ?

Sorry about that, I was answering your question why the kiosks were not opened. Phase 3 have been completed for I believe 3 weeks already. Sorry about the late response was doing the yard.
