The problem is once that happens, the higher stock price usually slides down that slippery slope and takes a while to recover unless something extremely good going on with the company.

Exactly. It is inherently neutral. If we started getting news that made the company look great and the split brought us to OTCQB what is the reason behind a sell off then? The share structure that everyone has been bitching about would be fixed. The price would easily move up. BRP says he has been through a reverse split without any frozen funds. I have never been through one so I don't know
