Reduced exposure to tar and smoke via Brand A or B. Brand A offers the VLN cigarette whereas B is high nicotine. A: reduce dependency on nicotine therefore smoke less thereby reducing exposure...or B: receive enough nicotine in a lesser amount of smoked cigarettes thereby reducing overall exposure to tar/smoke. Similar to Red Suns.

So yes, the potential for harm is still there, but the risk is modified.
