It may happen that way but there is NO reason to believe it will. I suspect you'll get final instructions around mid-November. I also haven't seen anything to lead me to believe November 19th is the anointed day for the distribution, but somewhere between mid and late November seems to be the target range.

And when can share A be transacted?

After they receive their trading symbol, but that could take weeks, months, who knows?
