I think they have a good chance of approval this time round, considering they got approved last time with a panel, if it hits $10 would = $1.81 pre split, I think like you say it is a mental block see what happens.

I do not trust management team, I think they are too old and are not aggressive enough to chase for a partner. Would have liked to see some follow though with the reverse split to stabilise the SP.
