Assuming "they" agree that GOSY SW capabilities a good fit, which requires time to test etc. Then time to agree on terms :ie. Who provides what in terms of new HW if any, additional SW development, integration Into existing systems, identify benchmarks to track progress, forecasting of dates to achieve benchmarks, and a myriad of items before a revenue forecast and splits can be agreed to. Lots of work to be done that gets done under wraps to keep project moving forward.
IMHO, having worked on major Government & private industry project in my past careers...
