Ok then the FAA needs to be held liable then because they approved all parts and components of the Boeing Corp. like I stated this 747 has been certified before and has flown before true or false

Only if they are responsible for the maintenance on the slide. It's like the black box. If it's install on the aircraft and quits working who do you blame? Not the company. This is a part that isn't supposed to be tampered with by anyone except those authorized. Period. Blame them if they're authorized and certified to maintain this particular piece of equipment.
