I come to Louisiana all the time. I love the place. But even the people that live there will tell you how crooked it is there. At the state level things have been cleaned up quite a bit but you don't want to be involved in any local matter. That means civil or criminal and that definitely includes speeding tickets. Nice piece done a few years ago by 60 Minutes on what happened to some law abdiding citizens driving the byways of Lousiana. It wasn't pretty. It was and probably still is the hardest place in the country to conduct business especially if you're a Yankee or don't live next door. As a matter of fact their whole legal system is based on French law instead of English law. What does that tell you?

So to keep this somewhat on point. Jefferson was following a long established precedent in Louisiana. Of course knowing that people from Louisiana will eat anything and make it taste great, Jefferson will probably claim he was preserving the money in his freezer for his next gumbo.
