Not sure what you mean. The plant survey process is the same no matter where it is. Are you saying the State Land Dept. should not require the survey because it stands in the way of LBSR exploration? Or cut down on the scope somehow?
But government agencies are frequently not concerned with the degree of cost or obstruction they impose.
Why should they be? If they apply the rules differently to one project because the financial hardship it might impose, people with similar projects would not be so happy.
