It's not a joke. "Scrub land" to some represents something different to those that live in, or appreciate the desert. Those survey requirements are standard for disturbance to State land, and the survey is not that expensive in the big picture. Just a couple million shares sold, and they can pay for it.

On the other hand, I seriously doubt that they will identify anything that needs to be moved and/or saved. It would be a different story if it were in an area like the Silver Bell claims where sahuaros grow - the State would definitely require a sahuaro to be salvaged and moved elsewhere, and possibly restored to the location after drilling. I doubt they'd do the same for an agave or catclaw bush.
