They've been dumping convertible notes since late Sept/early Oct (at least from what it looked like, and shorting too), back when the share price had gotten up to around .01 per share, so no, I think they are winding up the last of the dilution, and/or manipulating the pps way down to accumulate shares ultra-cheap. I would suspect that the company has to be ready to want a drastic improvement, and that some big deals are about to be announced, otherwise I think the mm's would have let this run higher both early in Oct, and yesterday, for instance, considering that the float is relatively low (compared to many other OTC's trading higher) and that there are a relatively high number of investors holding tight to a lot of shares (compared to many other OTC's).
