Sure, but the "testing" is basic. I.e. does it crash, does it look like garbage, etc.
The analogy is Apple having to approve every app on the iOS app store. They aren't endorsing it, saying it's a good app etc, only that it functions, doesn't crash often, isn't full of viruses or malware, etc.
The POINT is that people here seem to be asserting that Microsoft has, or is doing, some major deep technical work, "validating" the IP and the business model, is betting their company on Sphere 3D etc. IF they are doing that, it's not the Azure certification program which is just a rudimentary process.

And this is re SnapCLOUD which is an app. A basic, easy, rudimentary, me-too app.
