That page that's shown looks like a blank domain. I own a few domains. When you first buy through GoDaddy, you get a maintenance page until you install your own.
The page that's showing displays a message did the webmaster. It hints at expired domain services.
I suspect that they didn't renew the domain and its within its grace period.
After you fail to pay, they keep the domain registered until the 3rd or 4th non-payment warning.
I think they shut off the lights and moved to Fiji.
