Planes don't get certified the company does. The plane is issued an airworthiness certificate. The current 747 is already certified as airworthy.

The part is going to be hit and miss, look at how many times these slides have had issues. Look at the SDR's there are thousands of them on every plane type new and old and they come in almost daily.

Getting a 777 now would only cause baltia to come off with more money to do the mini's again.

Again the plane is not what is certified it is the company, buying the plane would simply mean Baltia owns another plane and change nothing on the current situation, not to mention how they would have to come up with certificated pilots rated on the new type and so on, the costs are far more than you realize.
