I know of no authority permitting a civil, non-prosecutorial, party to file a criminal complaint in any court, federal or state.
PPHM may complain to the relevant prosecuting, governmental authorities that a criminal investigation, grand jury proceeding, or criminal complaint should be instigated or filed---the gov't would decide what to do wrt filing an actual complaint in those courts. A qui tam action is sometimes filed by a private party, acting in place of a governmental authority when the private party sees the gov't will not act...rather rare, I have participated in one. If I recall correctly, it went nowhere.
