I will be happy if:
Vietnam deal is signed and/or a contract is announced.

I will be satisfied if:
There's an explanation of why the deal isn't signed and it also says there's another location in the works. (Plan B)

I'll be pissed if:
"Ramping up". "Any time now". "2016 looking bright"...with no explanation or mention of Vietnam.

Or there's no newsletter at all.

Did you ever think that the newsletter might be released after the close today because the news is big? That would give folks time to digest the good news over the weekend, so a huge spike would occur next week into the CC.

That too is a possibility.
