That makes sense to me. STP I'm sure has some VERY hard feelings towards those who have muscled in (Nigeria) and driven hard deals wrt the oil.
Offor is probably not one of their favorites (another reason for him to relinquish total control of erhe).
Bringing in Kosmos puts a buffer between the quarreling parties and the politicians will be more supportive of moving forward if ERHE at least appears to be not getting such a sweetheart deal for nothing...
