if it is a minority, it force the in party to negotiate with the other parties in Parliament, to get enough support from the other parties members, too pass a bill or rites. I keep explaining a minority Government can't just pass a Bill, and it's law, it will take at least 2 years, of debates and turned down Bills, If it is a Minority Government it doesn't matter which party is in, Medical Cannabis won't progress, and Legalization is out for the mean time.
