This happens to TRTC every day around the same time. Bid whacking can be illegal according to Code of Federal Regulations Section 240.10b-5.

Not sure how to stop this because slapping the ask can fall under the same regulation. Seems like in the financial world the crooks always know how to win. It won't stop because the entities doing it know they will get away with it.
