Very easy to slip stolen vehicles through customs. Thousands of stolen vehicles go through every year.


Demand from China, Eastern Europe and the former Soviet Union has pushed the number of stolen cars shipped overseas to as many as 375,000 a year -- of 1.5 million cars stolen annually in the United States, according to the National Insurance Crime Bureau, an organization financed by insurance companies to fight vehicle theft and fraud. The number sent overseas was 200,000, said Ernest R. Zwicke, an agent with the bureau.


only a small fraction of stolen cars are recovered by the Customs Service, which has a limited force of inspectors.
