That's not what's implied. UCSF will license the combo treatment from OncoSec/Merck and others will do the same. Licensing won't be limited to UCSF if OncoSec/Merck wish to go this route.
UCSF would in turn license the Combo Therapy to other Cancer Treatment Centers both domestically and globally. All of this legal documentation would be in the terms of the agreement signed with $ONCS and MRK.
