It might have been they needed to re-apply for it. Looking at the one that was granted in 2009, there was a condition that they needed to put that frequency to use by september 2009, before 6 months of the dated letter March 2009. Here is the quote of the condition:

Conditions: In submitting its polling results to the Department by letter dated March 18, 2009, Baltia states that it will institute its proposed service no later than September 30, 2009. Failure to inaugurate service with the allocated frequency by that date will result in the unused frequency reverting to the Department. Consistent with our standard practice, the allocated frequency is subject to a dormancy

It's a radio frequency also known as Airband broadcasted on VHF. It is to retain a license to operate airband equipment.

It's an indication that they are getting ready to fly for proving flights. That's how close we are.
