I don't see that as too much of an issue. Retail traders tend to back off the ask if the bid creeps up to match. I could see it getting some volatility and bouncing between .0002 and .0004. After a few hours of that, there should be enough entry point diversity to start a slow rise to double zeros.
I fully believe this stock would organically climb if the dilution ended, even with this massive share structure. .001 is very probable with some tactful PR and an end to dilution.
