There is a lot more non-OPEC oil around now but it is medium to high
cost production. OPEC can't choke supply and raise prices sharply like
in the 70s but they can overproduce and force prices down and put the
hurt on the new players until many of them fold or curtail investment.
Saudi production costs are still very low.
